What is NSPIRE?

The National Standards for the Physical Inspection of Real Estate (NSPIRE) is HUD’s updated inspection protocol, designed to ensure federally assisted housing is safe, decent, and well-maintained. Replacing the older UPCS and HQS systems, NSPIRE emphasizes health, safety, and functional living conditions over cosmetic issues.

If your property receives HUD assistance, you are now required to meet NSPIRE standards during scheduled inspections.

  1. Inside the Home – Electrical, plumbing, HVAC, smoke alarms, window locks, and other resident safety items.

  2. Building Exteriors – Roofs, walls, foundations, walkways, lighting, and accessibility features.

  3. Shared/Common Areas – Entrances, hallways, community rooms, laundry facilities, and other shared spaces.
